Found this using Startup Inspector:
KB926239
Filename : apphelp.dll
Params : ShimFlushCache
Required : Unknown
I couldn't find it in the Startup Database, but I could have overlooked it. Guessing that it is safe.

APPHELP.DLL is used by Windows XP's application compatibility feature. It is a Windows XP/2003/Vista/+ only DLL.
