If you only want to connect wo computers you can use a cross over cable between the two computers.

How many computers are you talking about?
You can buy a router or a switch (I would recommend NewEgg.com)

If you want to connect using wireless with any of the computers you'll either need a wireless router or a switch and a wireless access point. And obviously each computer you want to connect from with wireless will need a wireless card.

I easiest by far is a inexpensive router. the router will do most of the work and can be scaled up or down with out configuring software. It is also headache free for the most part.
One router and one ethernet cable per computer\device.

You'll connect a home network without internet just like you would connect a home network with internet - then just leave the cable to the internet out of the mix.
