Not sure i understand the question
Flash files are swf
Executable files are exe
Flash files that are not protected can be edited in Flash
Editing exe's is a little harder and if the programmer used protection its next to impossible.

Hello BetaRaider, I work with flash and in order for you to edit or do whatever with an exe file made by flash you must download a "Shockwave Decompiler". Once you've decompiled the file to a swf, You need to download Imperator or SoThink and select the swf and convert it to a .FLA extension. Then you are able to edit it. And oh yes .. It is possible.
