I need help really bad, the computer I have right now is not my own, which has Windows XP on it(thank god)
the one I am using is running Windows ME. I have all of two programs that start up with windows, and no matter what I do my system resources end up falling below 10%.

Here are the specs of this computer

Windows ME

319 MB RAM

Intel Celeron Processor

27.9 GB hard drive 24.2 GB free

I have two programs that start up with windows, and no matter what I do my system resources end up falling below 40% as soon as I connect to the internet.

I use Netzero HiSpeed Internet(because it is THE only thing I can get, at least for now. I am stuck with dial up. By the way I only connect at 28800 kbps. I know "lucky me"

When I am on the internet I can have one window open and everything is fine, but if I go to open a new IE window my system resources fall dangerously low (<5%).

On start up I usually have between 60 and 65% free resources, which to me is not ideal at all.

Anyone have any suggestions on how to free up the resources? I have to use this computer for my college courses since I have to submit papers , assignments, etc online.

The hdd is full basically.

I am curious as to which two programmes you have starting up when you boot. Does your system resources deplete itself when you are NOT on the internet, say just doing word processing. Outside of internet problems, and despite the percentages, how does the computer seem to run when doing other tasks?
Have you run scandisk and then defragged recently, and scanned for malware (both with an Anti-virus and several anti-spyware applications)?

As an aside, while asking members to E-mail you directly and publishing your address might be "easier" for you, it could lead to both undesirable correspondence and a lot of SPAM; it would also prevent other members who have the same or similar problems in the future from benefitting from public replies here at BC.

Dyslexia strikes again, I transposed the free and used portions of the hdd. My apologies.

You need to examine what other aps are running in the background, because you should have the capacity to open several IE windows at the same time.

Use Startup Inspector to manage your startup menu and disable unnecessary programs from running when Windows starts. (DO not disable your AV program, firewall or necessary system functions)

Startup Inspector – freeware (manages startup menu – helps you identify aps in the startup menu so you can disable unnecessary programs from running in the background when they are not needed)

And

Startup Monitor (a small freeware ap available on the same page to notify you and require your permission for any program to add itself to your startup menu)

It would also be a good idea to check for malware as jgweed suggested.
