I have windows xp pro, and my computer is pretty smooth and fast except for starting up or shuting down, because of norton antivirus 2006, I have test it several times, which I still need protection for my computer, therefore is there a faster way for my computer to load norton at startup?

No u can not.
NAV2006 is way more system hog, just cause of security.
It boots autoprotect, and protectes files, it runs a automatic liveupdate at startup and that takes time to.
and some other several stuff.

Norton is a known resource hog which is one reason many of us here recommend replacing it with one of the freeware versions from:
AvastAVGAntiVir PersonalEdition ClassicThese are excellent alternatives if you don't mind having to pay for your protection:
