I have found a couple of porn shortcuts on my desktop, and porn photos in several folders. I suspect that this is the work of one of my sons, but don't know which. Every time I check, the cookies have been cleared, the Internet Explorer history has been deleted and the "save history for_ days" has been reset to "0".
I have been told that my computer saves a permanent record of all activity that cannot be easily deleted, and have seen references to such on TV cop shows.

Is this true?

If so, how do I access this history to see where my boys have been surfing? Will it show me the times of use and access to each web site? (I will be able to tell which is doing what by the times.)

P*rn shortcuts on desktop is most of the time a sign of spyware or other malware.
So it doesn't necessarily mean one of the boys visiting p*rn sites or so (f.e. spyware in cr*cks, active-x on cr*cksites, spyware in harmless looking software etc... can also result in p*rn shortcuts on desktop, in the "favorites" folder, .. )

I know this is not really an answer to your question, but perhaps some kind of spyware/malware is the cause of this shortcuts, in that case you might want to post a HJT logfile:

The most effective solution might be just to create their own user accounts. Make sure that the accounts have access to the internet, but restrict the ability to change settings and download content from the internet without your approval.

If there is porn being visited using one of the user accounts, they will not be able to erase their tracks, leaving you with the evidence. There are other ways to retrieve some of the data, like using the Search feature in Windows, searching for Temporary Internet Files, Cookies, Recently Opened Files, Media Player Cache and so on.
