Some times when I open outlook I get this message:

Folder could not be displayed

Outlook Express could not open this folder

URLMON.DLL

And I can't view any folder until I restart the computer.

What version of Windows are you running??
Are you fully up-to-date with Windows Updates??

Go to Start>Run
(type)

REGSVR32 URLMON.DLL (notice the space between 2 & U)
