I am trying to use my web cam but it says im behind a firewall. I obviously need to open up some ports or something, I don't realy know what to do. Im using a Belkin F5D7633-4 router if that helps at all!

Check your documentation on your brand and model of webcam to see which port/s you need to forward. Then go to Belkin's site for instructions on how to port forward. Or Google how to port forward on that model router. Just a thought.
