I have tried Dragon Speak Naturally (7) I works quite well, but its not free. It has some limitations when speaking commands, but text translates with approximately a 5% error overall. It takes some hours for it to program itself based on your voice patterns, also.

CGM3, What's your OS?
In MS XP Home office application the MS WORD has a integrated speech to text function.
(Open a "WORD" document, under "Tools" click on "Speech" and set it up.)

Nuts,
MS WORD is in the Home Office suite of my XP OS - specifically in "Office 10".
I'm betting you don't have the Home Office?

You might have a little luck with
Open Office. It is a wonderful FREE office suite. At present, they are still working on including speech-to-text, but the way they are talking, it seems like it would be an add-on that will happen soon.

i'm trying to find the same thing(so i can chat on mIRC while playing games) Microsoft Agent(lost the link but you can google it) has text-to-speech and speech-to-text. is comes with XP so you would have it but you still need to download a few things to get it working. i've gotten text to speech working in mIRC but no luck with speech to text.
I have also been linked to
http://www.microsoft.com/speech/download/sdk51/ and downloaded their SDK but am unable to figure out how to get it to write out what i have writen, i've been doing these sometimes fun training sessiions over and over again while trying to find a program to use.
wow. this might be my longest post ever(unless i copy + pasted something)
