i need to get rid of this toolbar called mirar - and yes ive tried remove programs, its not there, quite confused, please help

What "remove programs" have you tried?
Have you used these:
aČ free
ewido security suite
Ad-Aware
Spybot S&D

These 2, will help prevent spyware/malware from being installed in the first place:
Spywareblaster
SpywareGuard

If not, download them, update them, and then run them.
These programs, updated and used regularly, will do a lot to keep your computer clean of spyware, trojans, keyloggers, browser hijackers, etc...

When installing ewido security suite, under Additional Options uncheck:
Install background guard
Install scan via context menu

Important:
Please read this tutorial on Spybot S&D before using it. Spybot can do SERIOUS damage, if not used properly.

If that doesn't eliminate the problem, then I suggest you post a HijackThis log for examination.

Read How to post a HijackThis Log.
Please read, and follow, all directions carefully.

Then, run a log, and post it in the HijackThis forum, at this link. Do not, fix anything, yet.
A member, of the HJT Team, will help you out.

Someone had me use Spy Sweeper the other day, and it had a feature to remove IE toolbars. I believe it got rid of some that didn't even show up in the Manage Add-Ons. It's a program that costs, but it has a 14-day free trial, fully functional. Just be sure to get the free trial version, not the Free Scan version, which will find the stuff but not remove it unless you pay(ironic, huh?).

This program got rid of some nasty adware/spyware that most things wouldn't.
