Ive seen on some other forums where they have a Signature Contest. I think this could be a nice addition to the forum and site. This could both increase and promote activity in the forums. How i've seen the other sites/forums do it is simple. There is a person or persons who are the judge. They determine what if any is the theme of the singnature for that given week. The contestants get one week (7 days) to post the sig and can only post one. The winner get thier sig displayed for a week until the next winner is chosen.
