Most lilely your microphone is plugged in and active still. Disable it if so. If not, check for other cables, particularly power cables, wrapped around or touching the audio cables. Also check for any damage to the cables.
Some cheap motherboards have badly done "on-board" soundcards, where the other parts of the motherboard cause interference on the soundcards outputs. In my experience USB activity and static noise go together on anything Dell, Gateway, HP or ASUS produce.
