A lot of people have been downloading it and installing it, then realizing it's not a fully working OS. I hope they did a dual boot... though some may not know what a dual boot is.

Yes all beta testers get the vista beta 1 for free. If you are not a msdn subscriber or a beta tester, your not gonna get it.
