Aside from the help support on the program Adobe Photoshop, is there any manual to be download?

There isn't a manual for the program, because they'd have to shove thousands of dollars into it for it to be even half as detailed as everything thats in the program. Thats what photoshop bibles are for.
Search for tutorials on the internet on how to do things with it. They're greatly helpful, and if you have questions you can always ask here, i know my way around Photoshop and GIMP well and should be able to help you with almost anything, or at least point you in a good direction.
What are you trying to do with the program in the first place?

So far just an advance design in photoshop and some effects

effects, you're going to want tutorials. they're normally never exactly what you want, but give you a good idea of how to manipulate something so maybe you can do the same.
Design, tutorials can help but overall you've got to use your own head and make something... or just play around with stock images first. Whatever works better for you.
