Looks like Microsoft is going to be releasing the Beta 2 version of the 2.0 .NET Framework on April 25th. This version should have a go live license so websites will be able to run this in public.

Why were previously created .Net apps unusable for free on websites? Not that familiar with .NET

The Beta 1 didn't have a Go live license because it was still a beta. All the testing had to be internal and you could not have a website running B1 on the outside. This new beta should have a license for programmers to install their applications wherever they want to.
