Where are you getting this speed data you cite...from?
Right-click on My Computer, select Properties...what is the Ghz speed listed?
Or Start/Run...type msinfo32...what is the speed listed for the Processor (right window)?

I hunted for a A7N8X Deluxe for about 6 months to run a mobile amd cpu I bought, that's a pretty complicated bios,
have you returned it setup defaults between flashes, use a dos floppy to run the flashes?

start over with the flash, with a new freshly formatted floppy disk for just the flasher and the bin file
make a seperate startup disk on another new floppy
let the computer sit after power down for a while and then pull the power cable and then wait a few minutes for the mobo caps to fully discharge and ram to clear, reconnect power
then boot to the startup floppy and change to the other and do the flash, after reboot go directly into bios and setup defaults and save and reboot again
hope the bios isn't fried?

there are these little bridges on the top of the cpu which can cause everything to go screwy when some paste gets on them
would this be possible?

You mentioned the bios stating the fan was not working. Did you check to see what port the HSF was plugged into. Some Overclocking Boards will not post if it does not detect a fan plugged into the CPU Fan port on the motherboard.

In post 13 you said you installed new stuff. Is this before the problem or a solution to the problem?

Ok if I understand correctly you installed a known working borrowed CPU, Video card etc In your case with your power supply and you had the same result? And now your back to the bad parts still trying to find out whats wrong. Is this your computer and "he" would be the part loaner or the other way around.
