I have many photos on disks and floppys and wondering if there was a way I can put all these pictures on a page so I can move them around to get them in some kind of order.

The best thing I can think of, and perhaps the most simple, is to load the contents of all those disks onto your hard drive, the use one of the many photo management applications (e.g.Picasa2) to sort them out, then save the revised order (hopefully with handy folders) on new media.
