when ever I try to download a program/software I would get the message:
Windows cannot access the specified device, path, or file. You may not have the appropriate permission to access the file.

I believe it a problem with vista. Can anyone help me?

Usually this sort of error is caused by trying to save the download to a location that's doesn't allow you to do it. A particular PITA are the Junction Points in the path (such as Documents and Settings, etc) - but this can occur even when trying to access some things from the desktop.

Try saving to your download to your Desktop - if that works, try moving it to the location that you were trying to save it to (after scanning it with your antivirus program).
